Is there an easy way to maintain the bush axis always perpendicular to the pole axis when welding?

We are building taper poles for the street lights. And we have welded bushes in order to install banner arms. But sometimes the edge of the banner looks tilted. Any advice?
  • Accurately drill holes with a counter bore on the pole. Make the bush register inside the counter bore and be against it.
  • You can use a welding jig that is aligned with the pole axis. And it should allow the bush to move in and out of it to fit different poles.
