What is the best network architecture for street lighting?

We are designing a street lighting control system for as many as 65,000 street lights. Which protocol is recommended?

IEEE 802.15.4 is a good choice because of its simplicity, low cost, and low power consumption. And for controlling such a large number of street lights, you should also develop the project of routing and medium access control (MAC) protocols. Also, these 65,000 street lights need to be divided into several sub-networks.
