Are most of the street lights fused?

My city has made new regulations about making every street light pole fused. Is it common?

In some cities, every street light is fused to provide a means of disconnection. This can prevent the whole circuit from shutting down when a single one has a problem. The fuse can also help reduce the influence of poles being knocked over and the fault in the ballast. However, the maintenance is expensive.
