Why are the LED Nema tags not accurate?

When I look for LED lights, I find the values of “utility wattage label” and “system watts” are not the same. Why is it?

The value of the utility wattage label is usually rounded to a certain rated value. Par exemple, if the system wattage is 28 W, the utility wattage label may show 30 W. This helps the users find the equivalent system for the LED street lights. A 28-watt LED street light can still use a 30-watt system. Even though the wattage is different, it can be seen as tolerance. So the utility wattage label makes it convenient for the repair technicians.
