Fluorescent lights are ideal for growing cannabis plants in the early phase. They emit less heat and have a lower light wattage, which makes it easier for young plants to grow under, they are excellent for seedlings and early vegetation stages.
But in the rest phase, I would advise purchasing a stronger grow light, such as an HPS or LED grow light, since you will see far better results from that kind of light intensity.
