What is the difference between drop-lens and flat-lens (FCO) street lights?

I find there are street lights with drop lens and street lights with flat lens. What is the difference?

Street lights with drop lens can emit the light in a wider area. But part of the light will shine upwards, causing glare and light pollution. Street lights with flat lens emit light in relatively smaller areas, but the light shines accurately on the roads. So flat-lens street lights are replacing those with drop-lens.
